This project involved the design of three urban city blocks of street in downtown Longview. The existing street section included brick pavement, concrete curb & gutters, concrete sidewalks, and underground water, sewer, and storm sewer pipelines. The existing streets and utilities were approximately 80 years old and had very little improvements or maintenance performed on them throughout their 80 year life. The project included removal of all street pavement, water, sewer and storm sewer facilities, and the sidewalk from the face of buildings across the street ROW to the opposite face of building. Public participation and coordination with adjacent property owners, tenants, and merchants was a key component to the project. Design and construction review meetings were held monthly over a 2 year period with block captains representing the merchants and business owners that were affected. The project area is the site of the very popular Alleyfest Festival that is held in downtown Longview in the Spring of each year.

Key elements of the project include new concrete pavement, landscaped medians, illuminated stop signs, bollards, benches, trash cans, display cases, gateway pylons, illuminated flagpoles, a monumental clock tower, water lines, sewer lines, storm sewer inlets and pipelines, grate inlets, recessed tie downs in the concrete pavement for festival tents, brick inlays in the sidewalks, extensive landscaping and irrigation, and decorative brick inlay star patterns at two street intersections.

Services provided by KSA Engineers, Inc. included publicity and public participation, boundary and topographic surveying, preparation of a ROW map, a geotechnical investigation, pavement design, horizontal and vertical geometrics design, signage and marking design, streetscape, landscaping, and irrigation design, storm sewer design, and the design of water and sewer lines. KSA was fully responsible for preparation of plans and specifications, and the administration of the bidding process and the construction. KSA also provided a project representative during construction and provided construction material testing using a subcontract with a testing laboratory.
