KSA Engineers, Inc. provided construction management services for the City of Missouri City Steep Bank/Flat Bank Wastewater Treatment Plant, Phase II project. The services began in May of 2009 and was substantially complete in November 2010. The scope of the project was to expand the plant capacity from 1.5 million gallons per day (MGD) to 3.0 MGD with a peak two hour flow of 8,333 gpm (12 MGD)
The project was funded through certificates of obligation, MUD reimbursements, and unapplied interest and the total construction cost of $5.3 million. The design engineer was LJA Engineering & Surveying and the general contractor on the project was Industrial TX Corp.
The existing plant was constructed in 1998 and consisted of headworks, activated sludge system, single oxidation ditch, clarifier, and an ultraviolet disinfection system.
The 2009/2010 improvements included new headworks equipment, a second oxidation ditch, one 100’ diameter clarifier, an expansion of the ultraviolet disinfection system to meet E. Coli standard, an expansion of the sludge pump station, new aerobic digester blowers, and a new lab/ office building.
KSA was responsible for providing a full time resident project representative for the project as well as providing traditional construction administration/management services acting as the City’s agent between the Design Engineer, Contractor, and Material Testing Laboratory.
