KSA Engineers, Inc. was hired by the City of Sugar Land to complete paving and drainage improvements at the airport.

The development of the East General Aviation Complex required crossing of an oxbow lake that is designated by the Corps of
Engineers as a wetlands. The taxiway crossings using a traditional embankment approach would disturb more than 10 acres of
wetlands and require off-site mitigation of about 70 acres. Additionally, the existing subgrade materials were a mix of fat clays, silts and
sands. The settlement and consolidation associated with the material would produce 1 to 2 feet of settlement of the taxiways.

To resolve both problems, KSA designed two (2) bridge taxiways over the oxbow lake eliminating the issue associated with settlement
and reducing wetlands disturbance to less than 3 acres. The wetlands mitigation project was runner-up in TxDOT’s Environmental
Achievement Awards. Additionally, to meet local drainage requirements, KSA prepared an Airport Drainage Master Plan and designed
a regional detention pond to address all future airport detention requirements.

Also included in this project:
  • 15 acre east general aviation apron (concrete)
  • 1,086 feet taxiway C1 with 528 feet long by 80 feet wide bridge structure (concrete)
  • 1,008 feet taxiway C2 with 385 feet long by 80 feet wide bridge structure (concrete)
  • Taxiway and apron medium intensity edge lighting
  • Security lighting
  • Drainage improvements including regional detention pond
  • 3,080 feet of airport access road (concrete)
  • 50 space automobile parking lot (concrete)
  • 2,020 feet of 16-inch water main for fire protection
  • 3,271 feet of 8-inch water main for fire protection
  • 1,934 feet of 8-inch gravity sanitary sewer
  • Lift station, 3,875 feet of 3-inch force main
  • Landscaping and irrigation system
  • Corps of Engineers 404 Permit
  • 24 - acres wetlands mitigation
  • Six (6) T-hangars with 99 storage units
